quick! run it under warm water, leave it to soak and after 10 mins rub a small amount of washing detergent or even better, stain remover like vanish or glo into it, leave again to soak for a further 20 mins, then rinse out.

If its not all out or looks like its just spread, put it into the washing machine with a stain pill and wash.
I did this once before a wedding and dribbled on a dress I wore. I had to take it to the dry cleaners, tell them it was makeup and they were able to remove the stain. There was nothing I could use to get it out at home.
Try rubbing some salt and lemon juice into the stain, then soak it in warm water for an hour!! That will break the stain... then if you've got some vanish or any stair remover rub that on it and then wash it straight away!!!
Get it straight into the washing machine at a 40 degree wash (if it's not a delicate top). This should get it out straight away!
cosmetics are usually permanent...but try a product from Lowe's called ';Capture';...
The first thing is DONT PANIC.
